SUPPLY OF ONE PORTABLE VEHICLE AXLE WEIGH BRIDGE SYSTEM


Offers will be received in sealed envelopes for the supply of one (1) Portable Vehicle Axle Weigh Bridge System as per below Conditions/Specifications.

Quotations are to be delivered by hand at the Cirkewwa Office, Cirkewwa by not later than 1.00 p.m. on Friday 25th June 2010.

Envelopes are to be clearly marked with the Quotation Number and the Title: Portable Vehicle Axle Weigh Bridge System and addressed to Ms Jacqueline Mizzi, Accounts Manager.

All or part offers may be discarded if the Company sees it fit to do so.

The Company’s decision is final and will be based on the most advantageous economic offer.


CONDITIONS/SPECIFICATIONS

Scope of Supply:

(a) This contract is for the supply, installation and commissioning of one (1) in number portable vehicle axle weigh bridge system.

(b) The portable vehicle axle weigh bridge system is to be of the latest technology complying with the latest EU Regulations. It shall be capable to take the modern type of vehicles including container trailers and shall comply with the following performance specifications:

(i) To have an inbuilt audit travel.
(ii) To measure a maximum safe working load of 15 and/or 20 tonnes per axle.
(iii) To provide weights for each axle and sum total for the vehicle.
(iv) To provide additional information of vehicle (Registration number; owner details etc)
(v) Capable of taking commercial vehicles up to three (3) meters in width.
(vi) To provide a written readout (digital and printout) showing weights for each axle, sum of total weight of each vehicle, registration number and owner of vehicle.
(vii) If set axle weights (e.g. 13 tonnes) are exceeded then an alarm should sound. Same electric signal could be used to prevent access, e.g. barrier not opening to board.
(viii) All axle weigh bridge equipment must be one hundred per cent guaranteed water proof. Moreover, all equipment must be capable of withstanding the harsh elements of nature and the proximity to sea.
(ix) If axles weigh bridge system contains a remote control mechanism in order for system to be operated at a distance.
(x) Detailed description of software used for portable axle weighs bridge system and its compatibility with other IT related systems.
(xi) If system is usable on all types of even surfaces.


(c) The supply comprises the supply of the equipment, its installation and commissioning including the following:

(i) The supply of equipment including all costs and taxes inclusive of VAT.
(ii) The installation of the equipment ready for use.
(iii) Calibration, testing and certification after installation.
(iv) A minimum warranty period of two (2) years.
(v) All technical documentation (including IT software documentation) including a preventive maintenance plan.
(vi) Technical and operational training for the Company’s equipment operators.
(vii) Equipment must be supplied and installed to the Company within six (6) weeks of awarding of contract.


GENERAL CONDITIONS/CLAUSES

1. The Company reserves the right to terminate at any time the Contract, if the Contractor fails to fulfill his obligations in full under this contract.
2. If the Contractor fails, under any circumstances. To carry out his obligations under this Contract, the Company shall reserve the right:
(a) to claim any damages incurred.
(b) Without prejudice to (a) to obtain the supply or service required from any other source at the Contractor’s expense.

3. Prospective Contractors are expected to visit the installation site and check for themselves the site conditions which are likely to effect the progress of their works. No claims for extra payment arising from lack of knowledge of these conditions will be considered afterwards by the Company.
4. Prospective Contractors are to note that in respect of this tender they will be competing not only in terms of prices but also in terms of quality and systems.
5. Prospective Contractors are to quote the price for each individual item.



SPECIFICATIONS

General Responsibility

6. The Contractor who is awarded the contract shall be considered and held responsible for all types of works, materials employed.

Drawings and Specifications

7. The supply and works shall be carried out in accordance with the directors and to the satisfaction of the Company and the Engineer in Charge. Furthermore they are to be in accordance to the manufacturer’s data.

Documentation

8. Two copies of the original manufacturer’s technical information are to be supplied to the Company on handling over of the equipment.

Warranty

9. The supply and installation of the equipment shall have a warranty period of a minimum period of twenty four months (24) from date of handling over. The Contractor shall make good any defects happening during this period including parts and labour costs (Please specify if warranty period is longer).
